The District Strategic Plan and Assessment Funding

Strategic Plan

In spring 2023, the Birmingham Shopping District (BSD) Board of Directors approved a new Strategic Plan to chart the path for downtown Birmingham for the next three-to-five years. The plan is informed by two planning sessions held in winter 2022 with Board and Committee members, local businesses, city staff, and a survey of key stakeholders. Fiscal Year Budget

The BSD and City of Birmingham's fiscal year is July 1 - June 30. The BSD's annual budget can be found in the Principal Shopping District Fund section of the City of Birmingham Budget.

Special Assessment Funding

The BSD is funded by a special assessment on all commercial, non-residential property in a defined geographic area in and around the central business district. Assessment rates are on a per square foot basis. They vary, depending on which part of the district a property is located, and whether the space is first floor retail space or 2nd floor and above.
